A nomadic encampment north of Lhasa, Tibet’s capital. Nearby is Namtso Lake, one of the highest in the world at roughly 15,500 feet. The Chinese government has spent billions of dollars relocating the region’s roaming pastoralists into towns, but there has been much criticism of the effort.
