Super typhoon hits Beijing

• The heavy precipitation is caused by Typhoon Doksuri — the highest-level typhoon of the year — which made landfall on eastern China’s Fujian Province on Friday morning. More than 400,000 people from the province were evacuated.
• Doksuri is one of the strongest storms to hit China in years, even after it weakened to a tropical storm by the time it hit Jiangxi Province on Friday.

Two people were found dead this morning in Mentougou in western Beijing, an area where 5,000 people had been evacuated earlier, Chinese state media reported.

• Authorities raised flood warnings and grounded flights in the Chinese capital and other northern areas, while warning residents to stay indoors.
• “The precipitation in Beijing could break records as nearly 40 inches of rain is projected to pour over the southwestern parts of the capital and neighboring Hebei province,” CNN reported.

Beijing is being flooded, but China’s largest freshwater lake began its earliest dry season on record this month, raising concern over drought risks over the past decade. Poyang Lake, located in eastern Jiangxi Province, saw water levels fall to a record 70-year low of 11.99 meters (39.3 feet) on July 20, the earliest date since records began in 1951 and 17 days earlier than last year, according to the Jiangxi hydrological monitoring center.

Local authorities in the southern city of Guangzhou canceled a TEDx event over concerns about foreign influence. Police said organizers failed to meet requirements under a 2017 law covering foreign non-governmental groups to establish a domestic representative office or apply for a temporary permit to comply with the law, TEDxGuangzhou said in a statement on social media today.

The TEDxGuangzhou 2023 conference, which was slated to begin on August 13, would have been the first since the COVID pandemic and was expected to attract about 800 attendees. TEDx events are planned and coordinated by local volunteer groups independently from TED, a U.S-based nonprofit.

China and France had “positive” economic talks during a meeting between French Finance Minister Bruno Le Maire and Chinese Vice Premier Hé Lìfēng 何立峰 on July 29 — the first in-person economic talks since the COVID pandemic. “We are totally opposed to the idea of decoupling. Decoupling is an illusion,” Le Maire told reporters. “There is no possibility of having any kind of decoupling between the American, European, and Chinese economies.”

Both sides reached a total of 22 articles and 57 cooperation outcomes and called for greater Chinese investment, especially in electric vehicles and other sectors to combat climate change.

Italy made an “improvised and atrocious” decision in joining China’s Belt and Road Initiative (BRI), Italian Defense Minister Guido Crosetto said in an interview with local newspaper Corriere della Sera. He added that China has done little to boost Italian exports to China, but Chinese exports to Italy had soared.

Italy became the only major Western country to join the BRI four years ago under a previous government. Crosetto is currently part of an administration that is considering how to break free of the deal. Meanwhile, on July 27, Italian Prime Minister Giorgia Meloni met with U.S. President Joe Biden at the White House, vowing to deepen economic ties and strengthen cooperation on challenges posed by China.

Hong Kong’s High Court rejected a government bid to ban popular pro-democracy anthem “Glory to Hong Kong” from being shared online, saying it could have a “chilling” effect on freedom of speech. The ruling, delivered on July 29, did not name any specific companies. But it has stymied efforts by Hong Kong’s “patriots only” government to extend a national security crackdown to online platforms such as Google.

China and Georgia have upgraded their bilateral ties to a strategic partnership, according to a joint statement published today by Chinese state media Xinhua. Last week, Chinese leader Xí Jìnpíng 习近平 and Premier Lǐ Qiáng 李强 had met with Georgian Prime Minister Irakli Garibashvili, who is currently paying a visit to China from July 26 to August 1 to attend the opening ceremony of the 31st Chengdu FISU World University Games.

The 31st FISU (International University Sports Federation) Summer World University Games kicked off on Friday in Chengdu with an Olympic-style opening ceremony (which you can watch here). The Games — originally scheduled for 2021 but postponed twice due to COVID — is the first major international sporting event China has hosted since the pandemic.

Chinese state media: The People’s Daily leads with a story and photo of Xí Jìnpíng 习近平 visiting the Air Force of the Western Theater Command on the eve of August 1, which is Army Day in China, commemorating the founding of the People’s Liberation Army in 1927. Xi lectured the troops on their loyalty to the Party and on modernizing China’s military. Xinhua News Agency’s top story is a variation on the same theme. Xinhua’s English homepage, however, leads with a story titled, “Xi’s article on achieving China’s self-reliance, strength in science, technology to be published.”

• French Economy Minister Bruno Le Maire finishes up his three-day visit to Beijing on Monday, which included “constructive” trade talks with Vice Premier Hé Lìfēng 何立峰.
• He Lifeng is now in Pakistan until August 1, to celebrate the 10th anniversary of the China-Pakistan Economic Corridor (CPEC). He will also meet Pakistan’s President and Prime Minister.
• The Asia-Pacific Economic Conference (APEC) has a number of meetings over the course of the coming week in Seattle as part of the third Senior Officials’ and Ministerial Meetings.
• China’s export controls on Germanium and Gallium, two minerals critical to the manufacturing of semiconductors, come into force on Tuesday, August 1.
• PLA Day or Army Day, will fall on Tuesday, August 1. This is an annual holiday for the Chinese military, commemorating the PLA’s founding in 1927.
