War of words and paint in London

Brick Lane, the graffiti-laden heart of East London, has long celebrated the meshing of different cultures, art, and ideas, as well as its eclectic mix of immigrant communities. Over the weekend, those values were put to the test.

• In a reported act of artistic expression, several Chinese students studying in the U.K. spray-painted 24 large red characters that represent the core values of socialism, according to the propagandists of the Xí Jìnpíng 习近平 government, including prosperity (富强 fùqiáng), democracy (民主 mínzhǔ), freedom (自由 zìyóu), equality (平等 píngděng), justice (公正 gōngzhèng), and rule of law (法治 fǎzhì).

Heated responses erupted on social media.

• “This is really embarrassing. It’d make sense if they covered graffiti with graffiti, but painting the entire wall white is just rude and vulgar,” read one message.
• Someone else countered, “So you write ‘freedom’ and ‘democracy’ in English but not in Chinese. How free and democratic it is!”
• Others in London took the opportunity to post anti-Chinese government messages on the wall before the whole thing was painted over again earlier today.

China has deployed thousands of troops and police personnel to flood struck areas of northern China in the wake of Typhoon Doksuri. China’s Ministry of Water Resources raised the emergency response level in the northeastern areas of Inner Mongolia, Jilin, and Heilongjiang yesterday as tributaries of the Songhua River rose to dangerous levels after days of heavy rain.

At least 14 more people have died in Jilin Province, bringing the total death toll to at least 30, while more than a million people have been forced to flee their homes in Hebei Province. Crops have been ravaged. The rains have stopped in Beijing, but last week the city saw the most rainfall since records began 140 years ago.

Anger is also rising in flooded cities after news broke that officials in Hebei Province had opened floodgates in several flood control zones in order to save Beijing. As the New York Times reports, “the Communist Party leader of Hebei, Ní Yuèfēng 倪岳峰, said he ordered the ‘activation of flood storage and diversion areas in an orderly manner, so as to reduce the pressure on Beijing’s flood control and resolutely build a “moat” for the capital.’”

A 5.5-magnitude earthquake left 24 people injured and collapsed 213 buildings yesterday in the county of Pingyuan in the eastern Chinese province of Shandong, Chinese state media reported. Beijing, about 345 kilometers north of the epicenter, felt tremors overnight, according to local authorities. China Railway Group has suspended some train operations on routes including the Beijing-Shanghai Railway and Beijing-Kowloon Railway in response to the earthquake.

China’s embassy in Moscow criticized the treatment of five Chinese citizens who were denied entry into Russia on July 29, calling the incident “inconsistent with the overall situation of friendly Sino-Russian relations,” the embassy said in a statement posted on WeChat. The group had attempted to drive into Russia from Kazakhstan late last month, but were subjected to “brutal and excessive law enforcement by Russia” when they were refused entry. They were interrogated for four hours and had their visas canceled, the embassy said.

The Philippines accused China of firing water cannons at its ships and blocking a resupply mission in the disputed South China Sea on August 5. The Philippine Coast Guard (PCG) condemned the “dangerous maneuvers” and urged the Chinese Coast Guard to “restrain its forces” around the Ayungin Shoal, which China calls the Ren’ai Reef (仁爱礁 Rén’ài Jiāo), in a statement posted to its official Facebook account.

“The United States reaffirms an armed attack on Philippine public vessels, aircraft, and armed forces — including those of its Coast Guard in the South China Sea — would invoke U.S. mutual defense commitments under Article IV of the 1951 US Philippines Mutual Defense Treaty,” a U.S. State Department spokesperson said.

Last week, the U.S. sent four navy destroyers and aircraft to monitor 11 Russian and Chinese ships that steamed close to Alaska’s Aleutian Islands, but did not enter U.S. territorial waters.

Beijing signaled it would attend another round of peace talks on Ukraine during its “constructive” participation in a two-day summit in Saudi Arabia. More than 40 countries had gathered at the port city of Jeddah to discuss the 10-point peace plan proposed by Kyiv. While the forum concluded on Sunday without concrete developments, the attendance of Beijing, which has continued to deepen its alignment with Moscow since the start of the war, was seen as a win for Kyiv.

“The U.S. and China are opening new lines of communication to tackle contentious issues, in one of the first signs of progress towards stabilizing relations since secretary of state Antony Blinken visited Beijing in June,” according to sources cited by the Financial Times.

China wants to advance a free trade agreement with the Gulf Cooperation Council (GCC), Chinese Foreign Minister Wáng Yì 王毅 told his UAE counterpart Sheikh Abdullah bin Zayed Al Nahyan in a phone call on August 4. Beijing has been pushing to expand its engagement in the Middle East. But the trade negotiations between China and the GCC that began in 2004 have been repeatedly stalled because of hesitation among Gulf leaders.

Chinese state media: Party paper the People’s Daily today leads with a story about how well the Party is doing in disaster relief after last week’s floods, titled “The Party Central Committee with Comrade Xí Jìnpíng 习近平 as the core is strong and powerful in directing Hebei’s flood control and disaster relief.”

Xinhua News Agency leads with a propaganda video featuring Xi Jinping and his thoughts “promoting the construction of a community with a shared destiny for humankind.”

Beijing’s leaders are at their annual summer retreat at the seaside resort town of Beidaihe. The lack of political business in both Beijing and Washington means that the big events for the upcoming week will be in the financial markets and in Taiwan-related travels, including:

• Taiwan’s Vice President William Lai (賴淸德 Lài Qīngdé) will land in New York on Saturday, August 12, on his way to Paraguay to celebrate the inauguration of the Taiwanese ally’s incoming president, Santiago Peña Palacios.
• Former Japanese prime minister Taro Aso will be in Taiwan on Monday for a three-day visit. Aso will meet President Tsai Ing-wen (蔡英文 Cài Yīngwén), Vice President William Lai, Taipei Mayor Chiang Wan-an (蔣萬安 Jiǎng Wàn’ān), and former Legislative Speaker Wang Jin-pyng (王金平 Wáng Jīnpíng).
• The National People’s Congress Standing Committee (NPCSC) is seeking public comment on a draft Criminal Law Amendment (XII) through August 24.
• China’s fifth national economic census will be held from August to October. The extensive survey from the National Bureau of Statistics seeks to ascertain key information about the state of businesses and the economy, from personnel wages to ecommerce transactions to research and development.
