Editor’s note for February 28, 2023

A note for Access newsletter readers from Jeremy Goldkorn.

My thoughts today:

Today brings more news of U.S. tech decoupling from China. In our top story, we look at the surprisingly active area of driverless-car testing in California by Chinese companies and the growing scrutiny it is attracting.

And in our News Briefing: another set of U.S. semiconductor rules aimed at keeping the industry on American soil, and a new restriction on TikTok — it will be banned from federal government devices in 30 days’ time.

Meanwhile in Taiwan, Taipei mayor Chiang Wan-an (蔣萬安 Jiǎng Wàn’ān), the 44-year-old great-grandson of Chiang Kai-shek (蒋介石 Jiǎng Jièshí), was heckled by protesters at a memorial event for the February 28 massacre of 1947 (known as 228), when the elder Chiang was leading the KMT, or Nationalist Party of China.

If you missed it yesterday, you can read all about 228 in our story from Taipei-based journalist Chris Horton.
